Summary:

Why don't all of my escalation rules appear when I check the sysadmin URL? 

When using the sysadmin url e.g http://servername/crm/eware.dll/sysadmin not all escalation rules are displayed on this screen.

This is because it is designed to only show escalation rules that have been triggered, not enabled.
